En clair, il y a trop d'écart selon Bercy aujourd'hui entre le régime dévolu aux entrepreneurs et le régime de droit commun qui s'applique notamment aux capital-risqueurs et aux fonds d'investissement. « Cela pénalise l'ouverture du capital des entreprises et leur source de financement », reconnaît un fiscaliste de Bercy. Or la situation n'était déjà pas très bonne, comme le montrent les chiffres de l'Association française des investisseurs pour la croissance (Afic). Les montants investis dans les entreprises ont reculé de 42,5 % entre le premier semestre 2011 et le premier semestre 2012. Toujours selon l'Afic, 40 % des sociétés d'investissements françaises disposaient, au 1 er janvier 2013, de moins de 19 % des fonds qu'elles gèrent pour investir dans de nouvelles entreprises. Cet épuisement des ressources disponibles étant imputable, selon certains observateurs, à la réduction des incitations à investir dans le non-coté votée dans le budget 2013. « Il nous faut essayer de définir, à côté du régime de droit commun, un régime de taxation réduite ciblée sur les prises de risque les plus fortes », explique un fiscaliste impliqué dans les Assises de l'entrepreneuriat, dont les premiers travaux doivent être présentés le 15 février. C'est-à-dire ne plus taxer en fonction des type d'acteurs (entrepreneurs ou investisseurs), mais en fonction du type d'investissement et de son degré de risque. Et tout cela « doit se faire avec un niveau de recettes fiscales constantes », insiste un conseiller du ministère de l'Economie, qui espère trouver de nouvelles niches fiscales à supprimer pour financer ce dispositif.

Sur le fond c'est une bonne chose que de retrouver un peu d'équilibre dans ces mesures fiscales. Mais si l'on lit attentivement les observations de l'AFIC on ne peut que remarquer qu'une chose :
LA CONFIANCE EST LONGUE A BATIR MAIS SE PERD RAPIDEMENT.
Et en matière de fiscalité, regardons la vérité en face, il y a une vraie défiance qui vient de s'installer, parce qu'un investisseur a beaucoup d'opportunités : coté, non côté, obligations, oeuvre d'art 🙂 et que l'argent ira là ou le risque est moindre, et la STABILITE la plus grande.
Conclusion pas de chance pour les petites entreprises, la défiance s'est installée et il va falloir des mois ou des années pour revenir à un niveau acceptable de confiance pour le financement des entreprises en forte croissance (aka la croissance de la France).
Encore un couac qui coute cher.
